CSA Consulting is one of the leading professional and technical consulting firms serving public clients and private entities in California. Since its formation in 1982, CSA has served cities, counties, redevelopment agencies, special districts, school districts, college districts and universities by facilitating strategic decision-making to address controversial issues involving land use, growth, environmental, and financial issues. Throughout the years it has also represented some of the most renowned real estate developers and land owners throughout California. 

The Foundaton of CSA

The foundation of CSA comes from the years of experience of Mr. Marshall B, Krupp who formed the organization after serving as the Community Development and Redevelopment Director for the Cities of Cerritos and Fullerton, and retiring from Willdan Group, Inc., and Alfred Gobar Associates. CSA began as a full service contractor to cities and counties with a focus on redevelopment planning, development and implementation. The creativity and proactive approach led CSA expanding its service to environmental analysis, public financial strategies, land use entitlement processing, and public agency strategic decision-making.
The Murrieta Decision

A turing point in the services of CSA came in 1990 when the Murrieta Valley Unified School District sought the services of CSA to challenge the County of Riverside in its efforts to approve residential development in the County of Riverside without addressing the impacts on schools. In conjunction with the strategies offered by CSA the California Appellate Court decision was ruled in favor of the District establishing that school districts had the right to challenge new developments with regard to school facilities pursuant to the California Environmental Quality Act (CEQA).
The strategy that bought about the Murrieta decision led to CSA becoming one of the most influential and successful consultants in California offering services to school districts throughout the State.

These services are specifically focused on the implementation of strategies to enable school districts to pursue proactive direction leading to the facilitation of development impact agreements addressing school facilities, district-wide central support facilities, bussing, and educational program operations impacted by land use and development.

In a climate of depleting public financial resources, CSA has become a leader in guiding its public clients to greater financial stability.
California Senate Bill 50

Faced with the legal limitation of California Senate Bill 50 (Section 65995 et. seq. of the California Government Code) and other codes, regulations and rules of the State of California affecting the planning, financing, and implementation of school facilities, CSA  has been successful in generating over $1.5 billion in value for its clients in the past 15-years. In the past 35 years, CSA, Inc. has represented over 2,000 school districts and other public agencies and private entities offering direction in strategic decision-making.
